High-level NVQs and why employers should invest in them

In today’s fast-moving construction industry, employers are under increasing pressure to deliver projects efficiently, keep pace with evolving regulations, and retain a highly skilled workforce. And, while entry-level training and trade qualifications are essential, investing in high-level NVQs can provide long-term benefits for both businesses and employees. Here we look at the benefits of investing in high-level NVQs for employers and why it’s a great path to upskill existing teams.

What are high-level NVQs?

National Vocational Qualifications (NVQs) are work-based qualifications designed to assess an individual’s competence in their role. Unlike traditional classroom-only learning, NVQs are completed in the workplace, allowing learners to demonstrate their skills in real-life environments.

High-level NVQs typically sit at Levels 4, 5, 6 and 7 and are designed for supervisors, managers, senior tradespeople, and business leaders. They help construction professionals develop a broad range of skills that support both individual career progression and business performance. They strengthen leadership and management capabilities, improve occupational competence, and enhance site supervision and project delivery skills. Learners also gain a deeper understanding of health and safety responsibilities, strategic planning, decision-making, and quality control, helping organisations maintain high standards while meeting compliance requirements.

Why should employers invest in high-level NVQs and how can The Skills Centre support?

They provide a clear route to obtaining a Black CSCS card: For many construction professionals, completing a high-level NVQ can provide a way to gain a Black CSCS Card. This has become increasingly important following the end of ‘grandfather rights’, which previously allowed experienced workers to obtain cards based on industry experience alone. With qualifications now playing a far greater role in proving competence, employers investing in high-level NVQs are not only strengthening workforce capability but also supporting employees in achieving essential, industry-recognised accreditation.

The Black CSCS Card is widely recognised across the industry as proof of competence for experienced managers and senior professionals working in construction. It demonstrates that an individual has the skills, knowledge, and practical expertise required to carry out management-level responsibilities safely and effectively. High-level NVQs, particularly Levels 6 and 7, are commonly used as the qualification pathway to securing a Black CSCS Card.

There is funding available: Choosing to invest in NVQs now not only unlocks higher financial support but also ensures your business is ready to deliver on future projects, stay compliant, and showcase a clear commitment to developing your people.

Larger firms (with an annual pay bill over £3m) pay into the Apprenticeship Levy and these funds can be used to fully cover apprenticeship training costs, including high-level NVQs delivered through apprenticeship standards such as Level 6 and Level 7 programmes.

Smaller employers who don’t pay the levy can still access government funding. The Government typically covers 95% of training costs, and the employer pays around 5% co-investment, which makes high-level NVQs significantly more affordable for SMEs.

The CITB also provides grants for NVQs from Level 2 to Level 6.

Workers aren’t taken off-site to learn: These are qualifications designed to fit around the realities of the workplace, ensuring learning is relevant, accessible, and directly linked to job roles. We know employers need training that works around busy schedules and our high-level NVQs are designed to minimise disruption, allowing learners to complete their qualification while continuing to work. Our assessors carry out workplace-based assessments, meaning employees are not taken away from their job for long periods. Instead, evidence is gathered on-site through real tasks, helping businesses maintain productivity while staff progress towards qualification.

Employers and learners are supported throughout the process: Our experienced assessors provide guidance throughout the learner journey, helping candidates gather evidence, stay on track, and successfully achieve their qualification - giving employers confidence that staff are developing the right competencies in line with industry standards.

We also support employers with funding guidance, helping them navigate available options ensuring businesses can maximise available financial support and reduce training costs wherever possible.

Qualifications align with real job roles: We work closely with employers to identify workforce needs and match employees to the most appropriate NVQs, ensuring the qualification aligns with real job roles such as supervisors, site managers, and project leaders. This means training is directly relevant to the workplace and delivers immediate value on site.
